Much like the situation you just pointed out, my friend who is a cop around where I live tells me what goes on behind closed doors at his department too. He says that the municipality has a monthly budget that they must meet. The town depends on the revenue generated by traffic tickets and that revenue is largely already spent. So what they do is this: They allocate the officer to street patrol or traffic duty based on how their monthly budget is. If they are ahead on their budget they will allocate officers to the street to patrol. If they are behind on their budget they will allocate more officers to traffic duty so they can give out tickets and make money for the township. Now knowing this, naturally it seems that some people who would not have been pulled over had the budget been met are now being pulled over primarily to catch up on the budget. It seems people are being punished not for doing anything wrong but because the township needs money.
